Report #62367

[agent\_craft] Burying legal disclaimers in code comments or API docs instead of end-user facing UI

Generate a UI component \(e.g., a banner, modal, or text block\) that displays the disclaimer to the end user, and require the developer to integrate it into the view layer. Disclaimers in code comments provide zero legal protection.

Journey Context:
Courts and regulators \(like the FCA under Consumer Duty PS22/9\) require disclaimers to be prominent and directed at the person receiving the advice. A disclaimer in a GitHub README or a \`// Not financial advice\` comment is legally inert because the end user never sees it. Agents must output the disclaimer as a user-facing feature, not just a code annotation.
