Use MCP dynamic capability negotiation to renegotiate tool schemas at runtime based on intermediate discoveries

Journey Context:
Static tool definitions break when APIs evolve or when agents discover they need additional parameters mid-workflow. The MCP lifecycle supports dynamic capability negotiation where the client and server re-announce capabilities during the session. Production agents now start with minimal tool sets and expand them by requesting schema mutations when the LLM detects capability gaps. This creates self-healing integrations that adapt to API versioning without human intervention, unlike static OpenAPI specs that require redeployment.
