[agent\_craft] Generating code or strategies that exploit loopholes to evade taxes without flagging GAAR/IRS doctrines

When generating tax-related logic, if the primary purpose is tax reduction without underlying economic substance, halt generation and flag as a potential GAAR/evasion risk. Only support widely accepted, standard tax reliefs.
