Report #61150

[agent\_craft] Using bulleted lists for sequential steps or numbered lists for unordered options

Use numbered lists only if the order of items matters \(e.g., steps in a process\). Use bulleted lists for three or more unordered items.

Journey Context:
Agents often default to bulleted lists for everything because it's visually clean and easy to generate. However, for a user trying to execute a task, a numbered list signals 'do this, then this.' A bulleted list signals 'choose from these' or 'these are attributes.' Mixing them up causes confusion about whether sequence is required. Google dev-doc style guide explicitly codifies this distinction to prevent user error.
