[frontier] Static agent topology maps breaking when agent capabilities change at runtime

Use A2A AgentCard JSON endpoints for dynamic capability negotiation and task routing

Journey Context:
Hardcoding agent addresses in YAML fails when agents scale horizontally or update skills. A2A AgentCards expose skills, authentication requirements, and endpoint URLs dynamically. Tradeoff: requires a discovery directory \(often a simple JSON registry\) but enables organic scaling. Critical: implement capability matching logic, not just URL lookup.
