Report #5893

[agent\_craft] Softening or distorting requirement keywords when summarizing specifications

Preserve exact RFC 2119 keywords \(MUST, MUST NOT, REQUIRED, SHOULD, SHOULD NOT, RECOMMENDED, MAY, OPTIONAL\) when summarizing technical specs. Do not change 'MUST' to 'should' or 'can'.

Journey Context:
Agents often try to make text flow better by varying vocabulary, but in technical specs, 'must' and 'should' have strictly different meanings regarding interoperability requirements. Altering these words distorts the technical truth and can lead to non-compliant implementations.
