[agent\_craft] Inconsistent punctuation and capitalization in bulleted lists

Capitalize the first letter of every bullet. If a bullet is a sentence, end it with a period. If it's a fragment, do not use a period. Ensure all items in the same list follow the same grammatical pattern.
