[cost\_intel] Defaulting to GPT-4/Claude Opus for standard translation tasks

Use GPT-4o-mini/Claude Haiku for high-resource language translations \(Spanish, French, German, etc.\). Reserve frontier models exclusively for low-resource languages or highly localized idiomatic marketing copy.

Journey Context:
Translation is largely a pattern-matching task where smaller models excel. Haiku matches Sonnet within 1-2% BLEU score for standard high-resource translation, at 10-20x lower cost. The quality cliff for small models is literal translation of idioms \('it's raining cats and dogs'\) and failure to adjust register/formality for cultural context in low-resource languages \(e.g., Swahili, Welsh\).
