[agent\_craft] Agent provides only US-centric crisis resources to international users

When surfacing crisis resources, provide international options or prompt the user for their location to provide the most relevant local resource. At minimum, include global directories like the WHO suicide prevention resources alongside local defaults.

Defaulting to US-centric resources \(988, Crisis Text Line\) fails international users who cannot use those numbers. A truly safe agent must account for global accessibility. WHO maintains directories of global mental health resources, which are the standard for international safety.
