Report #55394

[agent\_craft] PR review comments sound robotic, overly critical, or prescriptive without context

Frame suggestions as collaborative questions or shared goals rather than commands. Instead of 'Move this function,' use 'Should we move this function to the utils file so it can be reused here?' or 'I suggest moving this function...'

Journey Context:
Agents default to imperative statements \(e.g., 'Fix this.', 'Change variable.'\) because they are trained on code and commands. However, PR reviews are a social, human-to-human interaction. Google's engineering practices documentation notes that purely critical feedback demoralizes; framing changes as questions or suggestions preserves psychological safety and makes the author more receptive to the actual technical merit of the comment.
