[research] Prompting an LLM to 'always provide citations' increases the rate of fabricated citations

Reframe the prompt to 'Extract citations from the provided text' and explicitly state 'Do not generate citations from memory.'

Journey Context:
Instructing a model to 'cite your sources' implicitly pressures it to produce a citation for every claim, even if it has no source. Because LLMs are highly compliant, they will invent sources to satisfy the citation constraint. The fix shifts the task from generative \(create a citation\) to extractive \(find a citation in the context\), drastically reducing fabrication rates as shown in ALCE benchmarks.
