[frontier] Agent loses personality and constraints after context window summarization

Implement Schema-Enforced Summarization where the summarizer model is forced to retain a specific active\_constraints and persona\_state JSON block at the absolute top of the summarized context.

Journey Context:
When context exceeds limits, agents summarize history. Standard summarization optimizes for task continuity \(what happened\) but naturally discards low-frequency persona instructions \(how to act\) because they aren't perceived as 'events'. The agent that resumes is a generic version of itself. By forcing the summarizer to output a structured state object containing the persona/constraints, you anchor the identity across infinite context compression cycles.
