[agent\_craft] Mixing grammatical structures in bulleted lists

Make list items parallel. If the lead-in is a fragment, all items must be fragments that grammatically continue it. If they are full sentences, capitalize and punctuate all of them.

Non-parallel lists force the reader to constantly shift mental parsing modes, reducing scannability. Consistency allows the human eye to skim the list rapidly without having to re-orient on each bullet.
