[frontier] Agent context windows fill up despite truncation and naive summarization

Implement explicit Working Memory slots \(4-8 slots\): force the agent to consciously read/write structured data to dedicated memory buffers via tool calls, treating chat history as read-only and preventing bloat through forced compression.

Implicit summarization loses critical details. The MemGPT pattern enforces a cognitive architecture: working memory for active variables, core memory for persona, and archival for long-term. This forces the agent to manage its own context budget explicitly, dramatically improving task fidelity in 100\+ turn conversations by preventing 'lost in the middle' failures.
