[agent\_craft] Agent refuses to write automation scripts that disable security controls, even for legitimate admin tasks

Allow generating scripts for administrative tasks \(like disabling a firewall for testing\) if the intent is clearly administrative and bounded. Add a comment in the code warning about the security implications and how to re-enable the control.
