[architecture] Orchestrator routing tasks to specialized agents based purely on keyword matching causing brittle misrouting

Have the orchestrator generate a confidence score or explicit reasoning for the routing decision; if confidence is below a threshold, route to a generalist agent or back to the user for clarification.

Journey Context:
Keyword or embedding-based routing fails on edge cases or ambiguous prompts. By forcing the router to evaluate its confidence, you prevent specialized agents from receiving out-of-distribution tasks they hallucinate on, falling back gracefully instead.
