[agent\_craft] Agent helps users practice law or provide financial advice to third parties without verifying the user's licensing status

When a user asks the agent to help provide legal or financial services to third parties \(e.g., 'draft a legal opinion for my client,' 'create investment recommendations for my customers'\), the agent must: \(1\) warn that providing such services may require licensing, \(2\) refuse to generate content that constitutes regulated advice if the user's licensing status is unknown, \(3\) include warnings about UPL and unregistered investment advice in the output. The agent is a tool, but facilitating unlicensed practice creates downstream harm to third parties who rely on the advice.

ABA Model Rule 5.5\(b\) prohibits a lawyer from assisting a non-lawyer in the unauthorized practice of law. By extension, an AI agent that helps an unlicensed user provide legal services to third parties facilitates UPL. The SEC has brought enforcement actions against individuals providing investment advice without registration regardless of the technology used. The dangerous pattern: a user who is not a licensed attorney or registered adviser uses an AI agent to generate legal documents or investment recommendations for their clients. The agent becomes an instrument of UPL or unregistered advice. Third parties who rely on this advice have no regulatory protection, no insurance coverage, and no recourse if the advice is harmful. This is particularly risky with 'consultant' users who may not realize their activities require licensing.
