[frontier] Agent personality and constraints change drastically when invoking a specific tool

Prefix all tool descriptions with a Persona Priming statement \(e.g., When using this tool, maintain your strict auditor persona and do not adopt the tool's casual tone\).

Journey Context:
Tool descriptions are essentially mini-prompts that get injected into the context when the agent decides to use them. If a tool has a chatty or highly specific description, the agent's attention shifts to match the tool's persona during execution, breaking the overarching system constraint. Production teams now treat tool descriptions as active context that can cause drift, and explicitly counter-program them with persona anchoring prefixes.
