Report #4929

[agent\_craft] Summarizing code changes mechanically without stating the user-facing impact

Start summaries with the impact or 'why', followed by the mechanical changes. \(e.g., 'Fixes memory leak in X by moving Y to Z' instead of 'Moved Y to Z'\).

Journey Context:
Mechanical descriptions are easy for agents to generate by reading diffs, but useless for humans trying to understand if the change affects them. The impact is the signal; the mechanics are the noise. Conventional Commits enforces this by requiring a type and an imperative description of the fix/feature.
