[research] Generating a buggy function signature first, then fabricating a reasoning chain to justify why those parameters exist

Enforce strict Chain-of-Thought \(CoT\) prompting where the architecture or logic is reasoned about before any code tokens are generated.

Journey Context:
When models generate the answer \(code\) first, they anchor their subsequent reasoning on that output, leading to confabulated justifications for hallucinated APIs. Reversing the order \(reasoning -> code\) significantly reduces structural hallucinations.
