[frontier] Agent-to-Agent authentication and dynamic capability discovery in multi-agent meshes

Implement Google A2A protocol with Agent Cards \(JSON capability metadata\) and task-scoped authentication tokens instead of static API keys, enabling peer-to-peer capability negotiation.

Journey Context:
Hub-and-spoke orchestrators with static tool definitions collapse when agents are ephemeral and dynamically join/leave. The A2A protocol \(Google, April 2025\) introduces Agent Cards that advertise capabilities at runtime, allowing agents to discover and negotiate task-specific authentication scopes dynamically. This replaces hardcoded API keys with capability-based security.
