[tooling] Aggressive per-request proxy rotation triggers account bans, breaks sessions, and wastes proxy bandwidth

Use sticky residential sessions: keep the same IP for a domain/account until you hit a 429/403/5xx, then rotate. With Bright Data, add a \`session-\` parameter to the proxy username and set geo-targeting \(\`-country-US\`\) in the same username string.

Journey Context:
Humans do not change IP every request. Per-request rotation is anomalous and costly. Sticky sessions preserve login state, cart state, and IP reputation; rotating only on failure maximizes success rate per dollar and respects provider session limits.
