Cap tool descriptions at ~100 tokens; move detailed documentation, examples, and business logic rationale to Resources or external docs. Use terse, high-signal descriptions focused on 'when to use this' versus 'how this works'.

LLMs select tools based on description similarity to the task; verbosity introduces noise.
