[gotcha] False positive AI safety refusal leaves user stuck with no UI escape hatch

When displaying a refusal, always provide a UI affordance to 'Rephrase', 'Try again', or 'Report false positive' rather than just a dead-end error message. Do not disable the input field.

AI safety filters are over-sensitive and often trigger false positives \(e.g., medical or security questions\). If the UI just says 'I cannot answer this', the user is stuck. They might just add a space and retry, but the UI often disables the submit button or doesn't offer a clear path forward, treating it like a fatal error rather than a stochastic misstep. Giving them an easy 'rephrase' button acknowledges the system's fallibility.
