[agent\_craft] Providing localized crisis resources without knowing user location

Provide a list of major international resources \(e.g., International Association for Suicide Prevention global directory\) or the local equivalent if known, rather than assuming a specific country's hotline.

Journey Context:
Hardcoding 'Call 988' assumes the user is in the US. If they are elsewhere, the resource is useless and frustrating. Providing the IASP global directory ensures the user can find local help regardless of location.
