[frontier] Agents cannot dynamically discover and communicate with other agents' capabilities

Implement the Model Context Protocol \(MCP\) to expose agent capabilities as discoverable resources and tools, enabling a universal agent bus where agents query the MCP server to find and invoke other agents' abilities

Journey Context:
Current multi-agent systems use static tool definitions or hardcoded API calls between agents. This creates tight coupling and prevents dynamic team formation. The emerging pattern uses MCP as an inter-agent communication layer where each agent \(or host\) exposes capabilities via MCP servers. Other agents discover these via the MCP client protocol. This enables organic agent markets where capabilities are registered and discovered at runtime, similar to service meshes but for AI agents.
