Report #43674

[agent\_craft] Providing crisis resources to a user whose location is unknown

When surfacing crisis resources, provide a global directory \(like findahelpline.com or IASP\) alongside local ones \(like 988 for US\), as you cannot assume the user's location based on language or locale settings.

Journey Context:
Agents often hardcode US-centric numbers \(like 988\). If the user is in the UK or India, a local US number is useless in an acute crisis. Providing an international directory ensures the user can actually find local, actionable help regardless of geography.
