[frontier] Ad-hoc HTTP between agents breaks when capabilities change or require authentication negotiation

Adopt A2A protocol for capability discovery and task delegation with standardized AgentCards

Journey Context:
Direct REST calls between agents create tight coupling and manual auth handling. A2A introduces Agent Cards for capability discovery \(JSON describing skills\) and Task objects for async delegation, similar to how MCP standardized tool access but specifically for agent-to-agent collaboration.
