[cost\_intel] Claude Haiku generates valid JSON but hallucinates field values compared to Sonnet on nested extraction tasks

Use Sonnet when extracting nested entities requiring cross-sentence coreference; use Haiku only for flat key-value extraction with no dependencies between fields
