[agent\_craft] Choosing between active and passive voice in developer documentation

Default to active voice \('The function returns a string'\) over passive voice \('A string is returned by the function'\). Only use passive when the system/object is the focus, not the actor, or to deliberately avoid blaming the user.

Agents often generate passive voice because it feels objective or formal, but passive voice hides the actor, makes sentences longer, and is harder to translate. Active voice is clearer, shorter, and more direct, aligning with plain language principles. Passive voice is a valid choice only when the action is strictly more important than the actor.
