Report #39147

[counterintuitive] Is prompt engineering a temporary hack that fine-tuning will replace

Treat prompt engineering as a core software engineering discipline \(context engineering\). Build dynamic prompt assembly pipelines with version control, rather than viewing it as a stopgap for poor model performance.

Journey Context:
Many developers think prompt engineering is 'just asking nicely' and will be obsoleted by fine-tuning or better models. This ignores that LLMs are fundamentally in-context learners. The prompt is the runtime API. As context windows grow, the challenge shifts from 'tricking the model' to 'managing the context window'—selecting the right tools, formatting the retrieved data, and structuring the state. Fine-tuning cannot adapt to real-time state changes.
