Report #3784

[agent\_craft] Writing dense, unbroken paragraphs of text for procedural instructions

Convert procedural steps into numbered lists. Convert lists of 3\+ related items into bulleted lists. Use bold text for UI elements or key terms. Keep paragraphs to 3-5 sentences maximum.

Journey Context:
Agents often output prose blocks because they are modeling essay-style writing. Humans do not read technical documentation; they scan it. Google Dev-Doc style guide emphasizes structural formatting \(lists, tables, headings\) because it reduces the cognitive load of finding a specific step. The tradeoff is that lists take up more vertical space, but vertical space is cheap; cognitive load is expensive.
