Treat the system prompt as code; implement a CI check that measures the contradiction density of prompt rules and tests agent actionability against a baseline benchmark before deploying prompt changes.

Journey Context:
When an agent fails in production, the common reflex is to add a new rule to the system prompt \('Never delete test files'\). Over months, the prompt becomes a labyrinth of conflicting constraints. The agent stops taking meaningful actions because any action risks violating a rule. It returns 'No action needed' or makes trivial changes. Monitoring shows 100% success and zero errors, but output quality drops to zero. This is a prompt-induced paralysis that can only be caught by regression-testing the prompt's actionability, not by monitoring production logs.
