[agent\_craft] Agent assumes uniform UPL standards across US states and applies a single standard
Default to the most restrictive state's UPL standards when the user's jurisdiction is unknown. Implement jurisdiction detection where possible. States like Texas and Florida have particularly aggressive UPL enforcement with dedicated committees. When jurisdiction is uncertain, restrict output rather than risk UPL. Only relax restrictions when the user's state is confirmed and that state's specific safe harbors are understood.
