Report #35573

[agent\_craft] Using bullet points for sequential instructions or numbered lists for non-sequential items

Use numbered lists for sequential steps \(tutorials, procedures\). Use bulleted lists for non-sequential items \(options, features, prerequisites\).

Journey Context:
Agents often default to bullet points for everything because it's visually clean. But if a user is following a setup guide, bullets make it easy to lose track of which step they are on. Numbered lists provide an implicit state tracker \('I am on step 3'\), drastically reducing cognitive load for procedural tasks.
