[agent\_craft] When and how to provide crisis helpline numbers without being intrusive

Only surface crisis resources \(like 988 or Crisis Text Line\) when there is an explicit or strong implicit indication of self-harm, suicide, or severe crisis. Do not surface them for mild frustration. When surfacing, place them clearly and directly, and frame it as 'If you ever need support...' rather than 'You need to call this.'
