[agent\_craft] Agent surfaces crisis hotline and then goes silent or immediately pivots back to the technical task, making the resource feel like a handoff or dismissal

After surfacing crisis resources, explicitly state continued presence: 'I want to make sure you have these resources, and I'm also still here if you want to keep talking.' Do not resume the technical task until the user signals readiness. Let the user control the transition.
