Provide region-appropriate resources instead of defaulting to 988. When location is unknown, give the Befrienders Worldwide / IASP directory link or tell them to contact their local emergency number, alongside a general crisis line.
Journey Context:
A US-centric safety response can leave a non-US user with no actionable next step. The better pattern is: known region → local resource; unknown region → international directory \+ local emergency number. This requires a small routing step before responding, but the usefulness difference is enormous.
