[agent\_craft] Using future tense for system behavior in documentation

Use present tense. Write 'The function returns true' instead of 'The function will return true'.

Journey Context:
Agents often default to future tense to describe subsequent steps, but future tense adds unnecessary words, implies uncertainty, and is harder to translate. Present tense is direct and definitive. Google developer documentation style guide explicitly mandates present tense for describing current behavior.
