Report #31172

[agent\_craft] Using passive voice in commit messages and technical documentation

Use imperative mood for commit messages \('Fix bug' not 'Fixed bug' or 'Bug was fixed'\). Use active voice in docs \('The function returns...' not 'It is returned by...'\).

Journey Context:
Passive voice obscures the actor and adds wordiness. Imperative mood in commits aligns with Git conventions \(it completes the implicit sentence 'If applied, this commit will...'\). Active voice in documentation reduces cognitive load and makes instructions clearer to follow.
