[agent\_craft] Agent defaults to a single jurisdiction's legal framework when generating legal text for international users

Require explicit jurisdiction parameters before generating any legal or regulatory text. If jurisdiction is unknown, output a generic refusal or a multi-jurisdictional warning.

Coding agents often default to US/California law because of training data bias. A UK user asking about contract termination will get legally incorrect and harmful advice if the agent applies California law.
