[architecture] Router agent sends complex tasks to the wrong specialized agent based on superficial keyword matching

Have the router output a structured intent AND a confidence score. If confidence is below a threshold, route to a generalist agent or back to the user for clarification.

Journey Context:
LLM routers often force a choice even when ambiguous. Forcing a confidence threshold prevents specialized agents from receiving tasks they cannot handle, which often leads to silent hallucinations or tool-misuse errors.
