[research] Fabricated URLs, DOIs, or GitHub issue links in citations

Never generate a URL or citation identifier from memory; only output URLs explicitly returned by a search tool, and append the exact retrieved snippet as an inline quote.

LLMs are heavily optimized to be helpful and will invent perfectly formatted but non-existent arXiv IDs, RFC links, or GitHub URLs to satisfy a request for a source. Tool-only citation strictly bounds the output to verified reality, though it limits the model's ability to cite memorized knowledge.
