[synthesis] Sub-agents ignore top-level constraints during deep delegation

Pass critical constraints as immutable system prompts or explicit arguments to every sub-agent call, rather than relying on the parent context to be summarized.

Journey Context:
Context summarization or delegation often strips out negative constraints \(what NOT to do\). A sub-agent tasked with 'fix the test' will fix the test, even if it means dropping a table, because the 'do not touch DB' instruction was lost in the handoff.
