[synthesis] Agent falls back to a generic tool instead of a precise local tool because the precise tool's schema is too complex

Track tool usage distributions. If the ratio of generic retrieval to specific retrieval increases, update the specific tool's description or check for schema regressions.

Journey Context:
When an agent can't figure out how to use a complex API \(due to poor descriptions or recent schema changes\), it will often fall back to a simpler, broader tool. It still completes the task, but with worse, more generic information. This looks like a successful run, but it's a degradation. Monitoring tool distribution ratios catches this.
