[gotcha] Administering back blows or the Heimlich maneuver to a person who is coughing loudly or able to speak

Only intervene if the person cannot speak, cough, or breathe. If they can cough effectively, encourage them to keep coughing and do not perform abdominal thrusts or back blows.

Journey Context:
Agents might over-react to 'choking' and recommend immediate physical intervention. Intervening while a person has a partial airway obstruction can dislodge the object further down or turn a partial obstruction into a complete one. The counter-intuitive step is to stand by and watch someone choke \(cough\), as their own physiological reflex is more effective.
