[agent\_craft] Formatting sequential steps or required items as inline prose

Use numbered lists for sequential steps and bulleted lists for non-sequential items. Never bury a procedure in a paragraph.

Journey Context:
Prose is hard to follow when executing steps. A numbered list allows the user to track their progress and resume after an interruption. Google Dev-Doc style guide requires numbered lists for procedures.
