[frontier] Multi-agent teams unable to communicate across different frameworks \(LangChain vs AutoGen\)

Adopt Google's A2A \(Agent-to-Agent\) protocol for skill discovery and task delegation; implement agent cards for capability advertisement and streaming updates.

Journey Context:
Vendor lock-in prevents heterogeneous agent teams. A2A provides an HTTP-based standard for agents to discover capabilities \(Agent Cards\) and delegate tasks with streaming updates. This replaces ad-hoc REST APIs between agents. Critical for enterprise environments with mixed vendor stacks \(Azure OpenAI \+ Google Gemini \+ local models\).
