[frontier] Foundational constraints at the start of context get drowned out by recent turns

Implement 'temporal authority tagging' by moving critical constraints from the system prompt start to a 'prompt suffix' at the end of context, and marking them with tags that signal higher attention weight

Journey Context:
The 'Lost in the Middle' effect applies to system prompts: constraints at position 0 are psychologically distant when the context window is full of recent turn 50 interactions. Moving critical constraints to the end \(suffix\) keeps them in the high-attention recent window. This feels counterintuitive \(system prompt usually goes first\) but is essential for long sessions.
