[agent\_craft] Agent generates content that constitutes a UK financial promotion without FCA authorization

Any content that could induce someone to engage in investment activity in the UK must be flagged as a potential financial promotion under FSMA s.21. Refuse to generate such content unless the user confirms FCA authorization. For any UK-adjacent financial content, include: 'This is not a financial promotion.
